Plans, develops, and manages short and long–term capital construction programs
Manages assigned capital projects, including general project coordination, scheduling and budget control
Programs and defines scope of capital projects in concert with the building users and County Leadership
Serves as primary liaison between County departments and the construction and design firms under contract with the County
Prepares project concept proposals, budgets, cost estimates and cash flows
Coordinates with various public utilities, City and County departments, governmental agencies, engineering consultants, architects, contractors and developers
Reviews project cost estimates, project specifications and bid documents
With the Purchasing Manager, oversees the preparation, award, and administration of bids and requests for proposal
Manages procurement of contractors and consultants
Manages contract administration activities related to the construction or remodel of County facilities
Reviews plans to confirm compliance with all code requirements and construction specifications
Reviews and recommends consultant and contractor pay requests
Ensures that contractors' work is in compliance with project plans, applicable safety, fire, and other state and federal requirements
Manages the relocation, design and installation of FF&E
Makes presentations to the organization, the County Manager, the Board of Supervisors and the community
Assists with upper management level policy development regarding negotiation strategy(s) concerning land-use issues with county, city, state and private entities
Answers routine citizen complaints, comments and questions relative to specific projects
Ensures contractor compliance and manages the resolution of warranty claims
Prepares and maintains records and reports
May supervise space reconfiguration and related, small projects affiliated with larger remodel and/or construction projects
Supervises assigned staff
Monitors projects' budgets and ensures that projects remain within budget
Works closely with County Facilities Management staff to ensure optimized operations and lifecycle programming, design and construction
Essential functions of this position include but are not limited to: driving, working with and around others; hearing and speech to communicate with others; and finger dexterity for writing, computer work, and phones. Ability to drive a vehicle between work sites.
Bachelor's degree in engineering, architecture, construction administration, construction technology, or closely related field, and five years of increasingly responsible experience in public project construction management; OR, any equivalent combination of education, training and experience which demonstrates the ability to perform the duties of the position.
ADDITIONAL REQUIREMENTS: Must obtain an Arizona driver's license by date of hire and maintain it throughout employment. Final job offer will be contingent upon a satisfactory 5-year Arizona Motor Vehicle Report.
This position is safety sensitive. This position is exempt from overtime.

The ideal candidate is an experienced, professional construction project management professional with over eight years experience in public sector construction project management of office buildings with service delivery space constructed with a budget of $15 million and above that met the goals and imperatives of the organization and were delivered within budget, on time and in a manner that met the mission of the project.
Preferred qualifications: Bachelor's degree from an accredited college or university in one of the following: architecture, engineering, construction or other similar or related field as defined by the County; A minimum of eight years of experience working as a project manager on a variety of complex projects, some budgeted over $20 million; Substantial experience in project management in the public sector; The majority of project management experience shall be in commercial or office-type space, which is occupied by service providers and accessed regularly by the general public; Substitution of additional relevant experience may be considered.
