Responsible for ensuring projects and programs comply with contracts, designs, scopes, budgets, and schedules. Implements projects and programs through diverse teams, defines and develops project scopes, and directs project resources. Helps identify and execute the planning and tasks required for successful project management of a variety of project types. Project types may include design and construction of trails, nature-based parks, utility capital improvements, stream restoration, design and implementation of environmental studies, flood controls, and other related project types.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
Responsible for managing assigned projects to include project planning and development budget preparation, contracting activities, stakeholder management, reporting and strong communication, and public relations coordination.
Responsible for project management on complex projects involving coordination with multiple departments, community partners and requiring specialized expertise.
Utilizes the River Authority’s project management software application and adheres to established procedures and processes. Ensures data is accurately maintained for all projects and tasks assigned on a consistent basis.
Identifies and manages critical paths, dependencies, and risk management.
Provides excellent organizational and communication skills, while maintaining clear focus on project budget, schedule, and scope; and when making decisions that impact project activities and deliverables.
Works with community partners, consultants and other third parties to coordinate work that contributes to the execution or completion of River Authority projects or initiatives.
Works with an interdisciplinary team of planners, scientists, developers, architects, and engineers in all aspects of project design and implementation.
Manages conflict between internal teams and external parties.
Reports on project status frequently and escalates situations, as necessary, to support project needs
Anticipates and addresses the stakeholder needs, keeping them informed of progress and issues to manage expectations on all project requirements and deliverables.
Performs and/or coordinates project documentation and filing system.
For design and construction projects reviews, inspects, coordinates construction contract document enforcement including shop drawing review and preparation of field changes, change orders, and pay estimates.
Prepares estimates, monitors project budgets, and makes recommendations concerning budgetary status and/or adjustment.
Performs activities of complicated scope requiring knowledge and understanding of core project management principles and techniques.

EDUCATION and/or EXPERIENCE:
Bachelor’s degree in Science, Public Administration, Political Science, Urban Planning, Engineering, or relevant equivalent with ten (10) years of progressively responsible experience. Project Management Professional (PMP) certification preferred.
Knowledge of project management principles and practices as applied to various projects, such as construction, environmental studies, technology; strong understanding of program management, prioritization of activities, management of resources, and coordination between activities; knowledge of the application of data processing as it applies to the development of projects; and proficiency in the current Microsoft Office package is required.
Must have and maintain a valid driver’s license and an insurable driving record.
LANGUAGE AND REASONING SKILLS:
Ability to provide excellent customer service; ability to understand written or oral instructions; read, analyze and interpret documents, instruction manuals, policies, and procedures is essential. Strong interpersonal skills are essential to maintain effective working relationships with elected officials, agency representatives, civic groups, employees, and members of the general public. Experience in successfully directing, coordinating, and supervising the accomplishment of tasks by others. Excellent technical writing and report preparation skills. The ability to work effectively and efficiently, under sometimes stressful conditions, to ensure deadlines are met is essential.

Work is largely sedentary; must be able to sit and stand for extended periods of time and intermittently walk, climb, balance, bend, crouch, and reach while performing office duties. Regularly and safely lifts, carries, and handles supplies and equipment weighing at least 20 pounds. Occasionally lifts and carries up to 30 pounds approximately 15 feet.

Work is typically performed in a well-lit and adequately heated and ventilated office environment and requires observance of safe work practices, fire regulations, and avoidance of falls, trips, and similar office work hazards. Occasionally works outdoors, sometimes in adverse weather, and is exposed to such typical hazards of outdoor work as poison ivy, wasps, snakes, and other natural and mechanical hazards.
The stress level for this position is moderate and the workload often requires this position to work non-traditional hours to ensure deadlines are met in a timely manner. Must be able to perform in a small but highly professional team-oriented environment.
