Job Summary
This position is located in The Department of General Services (DGS), Capital Construction Services Division. DGS manages the capital improvement and construction program for District government facilities; real property for District government use; management of space in buildings operated or leased by District government for selling and leasing other District real property; and for providing building services for facilities owned or operated by the District. The Capital Construction Services Division (CCSD) implements and oversees the Capital Improvement Program for agencies within the District of Columbia, as well as executes the capital budget program, consisting of the rehabilitation of existing real property facilities and construction of new facilities supporting the District. This position will be responsible for providing project delivery oversight, program delivery monitoring, tools development and training to support program delivery.
Duties and Responsibilities
This Senior Project Manager serves as a support resource for CCSD, providing direct assistance to the five program areas to improve project delivery outcomes. This Senior Project Manager takes the lead in ensuring project delivery consistency across all programs in CCSD by managing all project delivery software (ProjectTeam, Primavera P6 and others), database administration, knowledge management and Project Managers training.
The incumbent assists the Deputy Director of Capital Construction in the development, presentation and justification of the Division’s plans and operating budget for the control and use of funds. Monitors budgets and schedules and coordinates project management activities with affiliated DGS Divisions, Project Managers/EPMs and other agencies ensuring that assigned projects operate within approved budget. Develops and recommends the means for correcting deficiencies or potential problems. Implements and promotes value project management concepts in the program while maintaining the operational needs. Performs Quality Assurance for processes and systems to enhance consistency across CCSD delivery.
Qualifications and Education
One (1) year of specialized experience equivalent to at least the next lower grade level. Specialized experience is experience which is directly related to the position which has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position, such as; Mastery, professional knowledge of engineering in the areas of construction and contract administration; Expert knowledge of project management; experience managing several large complex projects simultaneously; resolving complex business and technical problems through negotiation(s); managing and supervising subordinate employees and contractors. A Bachelor's or master’s degree in Architectural, Engineering or related fields is preferred plus 10+ years of experience in project management in large public and private construction engineering projects is preferred. Experience with ProjectTeam is preferred.
