JOB FOCUS: To provide a high quality environment that enhances educational opportunities for the district’s 13,000 students. SCOPE OF RESPONSIBILITIES Manages all phases of the facilities management organization in order to provide a safe and healthy environment which is aesthetically pleasing and conducive to the learning process, and which enhances the teacher and public service functions of the school district. Directs facilities assessment, design and construction for renovations and capital improvement projects; coordinates and directs operations and maintenance for all buildings, grounds, utilities and capital equipment. Manages the human and financial resources of the office of facilities management in a cost-effective and efficient manner.
PERFORMANCE RESPONSIBILITIES 1. Manages the overall operations of the facilities management department, including the performance of maintenance and custodial tasks, planning and implementation of environmental and safety programs, design and construction of renovations and capital improvement projects. 2. Establishes department goals and objectives, priorities and schedules. 3. Provides administrative and technical direction and supervision to department staff. 4. Evaluates and ensures the efficient operation of the department, consistent with sound work practices. 5. Supervises staff, performs annual evaluations. 6. Discusses, plans and delegates major work assignments to supervisory staff, determines department priorities that are of significant scope. 7. Participates in the collective bargaining process and grievance hearings for the custodial union. Administers and interprets the contract in dealing with custodial union members and representatives. 8. Recommends the employment, transfer, promotion, and discharge of employees. 9. Prepares school board agenda items related to facilities and construction projects. 10. Monitors expenditures in relation to the budget to assure that funds allocated are utilized effectively. 11. Directs and monitors the district’s long-range facilities assessments for capital programs. 12. Assures organizational compliance with applicable codes, rules, regulations, and board policies. 13. Ensures proper upkeep of facilities to include heating, ventilation, lighting, cleanliness, sanitation, general appearance of buildings and grounds, snow removal, and emergency situations affecting the district.
14. Oversees the administration of service contracts for maintenance, repair and other services affecting facilities, systems and equipment. 15. Directs the energy conservation program. 16. Administers district wide security systems, monitoring security cameras, access control, fire alarm, and public address systems. 17. Directs the overall operation of district’s telecommunication system. 18. Oversees selection of consultants, planning, design, bidding, management and inspection of new construction, renovation, or remodeling projects. 19. Manages alternative funding sources, i.e. grants, rebates, etc. 20. Manages all aspects of custodial services, both contracted and in house. 21. Manages operations of stockroom personnel and activities. 22. Performs other duties as assigned.
MINIMUM QUALIFICATIONS 1. Bachelor’s degree in engineering, architecture or business administration, or five (5) years effective experience in physical plant operations, maintenance, construction or equivalent experience in related work, including a minimum of three (3) years at the supervisory/management level. 2. Demonstrated ability to communicate effectively with varying levels of district staff, consultants, vendors, and the general public. 3. Demonstrated knowledge of planning, scheduling, budgeting, supervision and administration. 4. Demonstrated ability to plan and administer major capital projects. DESIRABLE QUALIFICATIONS 1. Master’s degree in engineering or business administration. 2. Experience in working with organized employee groups, collective bargaining agreement and contract administration. 3. Experience to manage large organizations through intermediate supervisors. 4. Evidence of an understanding of the purposes of K-12 education and the ability to work with administrators and faculty in a peer relationship. Benefits
