Responsible for the oversight and management of multiple capital projects from schematic design through project completion and occupancy. This position reports to the Vice President for Administrative Services.
Serve as owner's representative during all phases of development for capital funded new construction, major and minor renovation, and remodeling, site infrastructure improvements and facility repairs
Serves as the liaison with Engineering and Architectural Services division of the Washington department of Enterprise Services (DES), consultants, contractors and college departments and staff during construction projects and planning.
Perform construction site inspections, attend weekly project meetings and maintain project records Receive, evaluate, distribute and respond to contract, consultant and regulatory agency questions and correspondence.
Review and respond to delay claims
Manage permanent building records and electronic drawings for all campus buildings
Provide guidance and input for college facilities Master planning and capital development project completion
Prepare construction change notifications, process change orders and negotiate pricing with the contractor for approval by the Vice President
Amend construction contracts within delegated authority.
Conduct pre-occupancy meetings and identify incomplete work.
Coordinate building commission process including equipment start up and testing, optimizing operation
Respond to operating problems during warranty period and conduct one year warranty inspection.
Manage the capital construction program including monitoring the day to day operation of the general contractor and subcontractors
Provide progress response and photographic history of the work as needed.
Coordinate work of commissioning firm
Review payment applications, shop drawings, requests for information, change order proposal and other contractor submittals
Assist department management with hiring consultants to perform various tests, inspections and surveys
Assemble and provide site, utility and as-built documentation to project consultants;
Plan and coordinate tenant relocations, coordinate inspections for hazardous materials and abatement if necessary
Associates degree from an accredited college.
Experience managing capital projects and in construction management.
Thorough knowledge of building construction materials, methods, practices, building code requirements, and various government regulatory policies, rules and regulations required.
Valid unrestricted Driver's License
Equivalent education & credentials that demonstrate the ability to perform the essential functions of the position may be considered.
Computer aided drafting (CAD) experience
Experience working in a community college.
