The Construction Manager will report to the President and CEO and will be responsible for all aspects of the construction estimating and construction management and completion of real estate projects undertaken by Ginosko Development Company. The Construction Manager will work closely with the President/CEO, the Vice President of Development, and the architect, engineer, lender/investor cost reviewers, and other construction professionals and consultants to appropriately define and refine the scope and costs of construction and the construction schedule, create and revise cost estimates, coordinate preconstruction activities, oversee the bid process, evaluate, negotiate with and recommend general contractors and subcontractors for approval, review and recommend construction and other relevant contracts for approval, oversee actual construction activities, understand and ensure compliance with all regulatory conditions of the project including prevailing wage, Section 3, and other regulatory compliance issues, attend progress and draw meetings, recommend draws for approval including any necessary adjustments or revisions, ensure construction schedule benchmarks are met and project stays on track for timely completion, monitor construction costs against budget and identify cost savings strategies throughout the process, evaluate and negotiate any change orders and recommend for approval or rejection, and oversee punch-list, close-out, and warranty period procedures. Ability to grow into and capitalize on modular construction industry opportunities preferred.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Prepare internal construction cost estimates from Architectural Plans & Specifications, Capital Needs Assessments, or Scopes of Work.
Coordinate contractor selection and bidding via Requests for Proposal, analyze proposal responses, verify qualifications of invited contractors and recommend contractors for approval.
Identify trends in construction industry, materials, trades, pricing, government regulations and regional markets, and develop strategies for future opportunities in modular construction industry or other cost savings and product enhancement strategies.
Assist in the creation, collection and review of financing application and pre-closing due diligence items relating to scope of work, construction schedule, and construction, architect, engineering, surveying and other contracts, working closely with the President, Vice President of Development and other team members to submit, manage, track and file necessary due diligence items.
Assist with securing municipal approvals and entitlements.
Maintain the project document library including all construction budgets, plans and specifications and design documents, site reconnaissance, weekly construction progress report and meeting minutes, RFIs, submittals, change orders and change order logs, draw requests, close out materials and other files.
Complete written 32-division CSI scope of work, bid and budget summary breakdown in coordination with design documents provided.
Prepare cost analysis support including: product research, prevailing wage determination(s), and opportunities for value engineering.
Create construction schedule for pre-development and physical construction including inspections, permitting and close-out.
Attend weekly progress meetings with the development team including:design, third party consultants, prime contractor(s), and subcontractors.
Attend weekly on-site construction progress meetings on behalf of the Owner(s).
Attend meetings to review and discuss any subcontractor submitted RFIs, submittals, and/or change order requests.
Review monthly draw requests for accuracy in coordination with Owner and Owner’s lender(s).
Review monthly progress payment requests in coordination with the construction schedule and work completion.
Review expenditures related to allowances and contingencies.
Review and track proposed change orders, negotiate and recommend for rejection or approval.
Serve as the Owner’s Safety Coordinator for each project including the reviewof site specific safety plans, daily/weekly site safety logs, meet and discuss ongoing safety activities, and follow up/ report on/ monitor any reported “near misses” or accidents.
Walk the site for real time physical observation of completed work to ensure quality of materials and workmanship.
Review all related schedules and completion dates to ensure accuracy.
Review all test results performed by third parties (i.e., compaction, soils, concrete, etc.)
Monitor and manage all inspections performed by governing municipalities and utilities.
Review of sworn statements and lien waivers.
Review contractor(s) insurance program(s) to ensure accuracy and ongoing coverage through the duration of the project.
Document all final inspections and collect certificates of completion, including certificates of occupancy.
Certify the punch-list completion.
Monitor the collection of contractor(s) project closeout documents (i.e., warranties, as-builts, O&M manuals, training certifications, etc.)
Conduct post-construction closeout and turnover meetings.
KNOWLEDGE / SKILLS / ABILITIES:
Bachelor’s degree from an accredited college or university, preferably in construction management or related field.
7-10 years experience in construction management of affordable/ market rate multifamily housing. Extensive knowledge of the general principles of multifamily construction, including cost estimating, budgeting, scheduling, contracts, regulatory compliance and all other aspects of a construction job from start to finish. Familiarity with MSHDA, HUD and LIHTC projects preferred.
Possess a valid Residential Builders License in the State of Michigan.
Efficient working knowledge of Word, Excel, construction estimating software, e-mail and other business and communication software; preferably with exposure to Building Information Modeling (BIM) software and processes, quantity take-offs, building scanning, and modular construction opportunities.
Ability to prepare construction budgets, construction progress schedules and reports, construction draws, and other relevant construction documents relating to low-income housing and other real estate developments.
Ability to read, analyze, and interpret reports, technical procedures, real estate construction documents and contracts, and governmental regulations.
Ability to define problems, collect data, establish facts, draw valid conclusions and offer solutions.
Ability to provide feedback on materials and design that are most cost effective from a construction management standpoint.
Strong attention to detail.
Ability to effectively manage and oversee work from third party consultants.
Ability to work independently and cooperatively; demonstrate professionalism, diplomacy and flexibility in a variety of situations.
Ability to communicate effectively verbally and in writing.
Ability to organize multiple complex tasks and schedules.
Ability to work as part of a team and quickly prioritize among numerous tasks.
