Under general supervision, this position manages major freeway and rail program construction projects from the initial bid process through construction closeout. Other functions will include managing the construction management services consultants to provide the highest quality construction product and ensure that projects are delivered on time, within scope and budget, and with a minimum of claims; assists the design project management team in delivering projects to the construction phase; and performs related duties as required. This position is a contract position with a multi-year, defined term that will potentially be extended based on the needs of RCTC.
Required Qualifications: A Bachelor’s degree in Civil Engineering and ten (10) or more years of professional experience involving construction contract administration, program evaluation, project management, and various contract and administrative analyses, including experience involving transportation programs. Registration as a Professional Civil Engineer by the California Board for Professional Engineers and Land Surveyors.
Desirable Qualifications: Specialized coursework or training in construction program evaluation, project management, project scheduling, budgetary planning, cost accounting, and the use of various application programs for presentation purposes that are typically part of a Master’s degree or continuing education curriculum.
Licenses/Certifications: Possession of, or ability to obtain, a valid California Driver’s License by time of appointment.
Additional Salary Information: New Salary Range: $9,636 - $13,009 per month

About Riverside County Transportation Commission (RCTC)
The Riverside County Transportation Commission (RCTC/Commission), established through Assembly Bill 1246, oversees funding and coordination of all public transportation services within Riverside County. The RCTC serves as the tax authority and implementation agency for Measure A, a voter-approved ½ cent sales tax, first passed in 1988 and in 2002 was renewed by voters through 2039. The RCTC is a small office with a current staffing component of 46 full-time authorized positions which support a governing board of 33 elected officials and 1 governor’s appointee throughout Riverside County.
