Under general supervision, and as an integral part of a Capital Needs Assessment team, conduct state of good repair estimating and prepare comprehensive manpower, equipment and material project cost estimates based on technical inspection reports prepared by Capital Division in-house architects and engineers.
Maintain a database of bid trends and establish guidelines to assist in the planning and design phase of projects.
Establish project pricing guidelines for the purpose of budget forecasting. Provide Parks stakeholders with order of magnitude project estimates to prioritize capital needs requests.
Analyze completed projects to compare estimated costs to actual costs to inform current estimation strategies.
Manage costing data for use with Parks’ asset management software systems.
Conduct research and develop unit costs for new items. Develop and maintain a library of estimating resources for architects and engineers to use.
Collaborate effectively with other Parks technical staff, including in-house architects and engineers, to calculate and support cost-benefit ratios for the purposes of project prioritization and long-term capital planning.
Contribute to NYC Parks’ goal to proactively maintain its asset portfolio in a steady state of good repair.
Eight years of full-time satisfactory experience in general construction estimating and a four-year high school diploma or its educational equivalent; or
A four-year high school diploma or its educational equivalent and a combination of the following sufficient to equal a total of eight years of experience, at least two year of which must be general construction estimating experience:
Full-time satisfactory experience in civil engineering, architecture or construction can be substituted for construction estimating experience on a year-for-year basis.
Education in civil engineering or architecture, leading to a Bachelor’s degree in civil engineering or architecture, respectively, can be substituted for up to four years of required experience on the basis of 30 semester credits for one year of acceptable experience.
This position is exempt from NYC residency requirements.
Candidate holds a permanent or non-competitive title.
A thorough understanding of general construction pricing.
Ability to accurately read construction documents and specifications.
A thorough understanding of prevailing wage laws and other applicable City procurement rules and regulations.
Experience with Sage estimating software. Strong computer skills including AutoCAD.
Excellent communication, interpersonal and organizational skills.
A driver license valid in New York State.
Salary: $78,000 - $88,000 plus excellent benefits
