HELIX WATER DISTRICT in La Mesa, CA (located in East San Diego County), is seeking an experienced, progressive, leader to join the Construction team as a field operations manager. This position will work out of the District’s Operations Center and is located in El Cajon, just 15 miles east of downtown San Diego.
The field operations manager is an exempt management position reporting to the Operation's department director. Under general policy direction, budgets, plans, organizes and directs the work of two direct and 34 indirect personnel engaged in the installation, maintenance and repair of the district's distribution and transmission infrastructure that provides residential, commercial and industrial water supply; and performs related duties as assigned.
The field operations manager is a key member of the District's management team. He/She provides direction and leadership to department staff and is responsible for a variety of areas and duties:
Develop and implement department goals and objectives aligned with our strategic plan and capital improvement program.
Provide direction to supervisors; plan, assign and manage projects, programs and work activities.
Review and evaluate work products, methods, procedures and employee performance.
Develop and administer the annual department budget; forecast staffing, equipment and material needs; monitor and approve expenditures.
Coordinate activities with other departments, agencies and organizations; coordinate issues needing board approval or policy direction and conduct presentations.
Responds to emergency situations as necessary, including those occurring after normal working hours, and will be required to fulfill after-hours rotational standby.

EDUCATION & EXPERIENCE
Training and experience equivalent to graduation from a four-year college or university with a degree in civil engineering, public administration, business administration or closely related field; six years of progressively increasing technical experience in a large, complex water distribution system or closely related field, including at least three years of supervisory and administrative experience.
LICENSES & CERTIFICATIONS
Valid California State Water Resources Control Board Water Distribution Operator Certificate Grade 5 (D5) or the ability to obtain within five years. Valid Class C California driver's license with satisfactory driving record.
